Planning studies

The County of Santa Clara is responsible for the expressway system and county roads in unincorporated areas. The County also supports the efforts of the Valley Transportation Authority, special districts, local jurisdictions, and private landowners to construct, operate, and maintain transportation infrastructure and services throughout the county.

The Roads and Airports Department is currently updating the Circulation and Mobility Element of the County General Plan. The Circulation and Mobility Element establishes a vision for the County’s role in providing a balanced, well-integrated, and sufficient system to meet regional transportation needs.
